This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number W50SC2-23-R-0002 is being issued as a Request for Proposal (RFP) using Simplified Acquisition Procedures. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2022-08 and the Defense Federal Acquisition Regulations (DFARS) Change October 28, 2022. It is the contractor’s responsibility to be familiar with applicable clauses and provisions. This requirement is not being set-aside for small business. The North American Industrial Classification System Code is 721110 with a size standard of $35M and the PSC is X1AB.

The Connecticut Air National Guard (CTANG) is requesting proposals that will meet the requirement for a Yellow Ribbon event in the Groton/New London area of Connecticut on February 5, 2023. See the Performance Work Statement (PWS) for requirement details.

The following clauses and provisions are applicable to this acquisition; 52.212-1, 52.212-3, 52.212-4 and 52.212-5.

Additionally, provision 52.212-2 is applicable to this acquisition; Offers will be evaluated for best value; past performance, price and quality of the proposal and services offered. 25% of the weighted evaluation factors will be past performance. Past performance will be evaluated by reviewing CPARS ratings. If no CPARS ratings are available then that offeror will receive a neutral rating for past performance. 25% of the weighted evaluation factors will be price. 50% of the weighted evaluation factors will be quality of the proposal and services offered. The evaluation of the offers is subjective and the Government will award a contract to the responsible offeror whose offer is most conforming to the solicitation and will be most advantageous to the Government. Award will be made to the offeror who represents the best value to the Government as outlined in accordance with the criteria set forth above.

One total price shall be provided for CLIN 0001, Quantity 1, Unit of Issue Job, Description Yellow Ribbon Event 25 FEB 2023.

Proposals shall also include a cost breakdown showing the various costs which when added together equal the total price. The per-person meal charge shall not exceed the local per diem rate for M&IE expenses, which is available at https://www.gsa.gov/travel/plan-book/per-diem-rates/per-diem-rates-lookup.

The Government intends to evaluate proposals and make award without discussions.

The Service Contract Act (SCA) applies to this procurement, Wage Determination 2015-4111 Rev 22.

Responses to questions/RFIs will be posted no later than 10:00 AM ET on Wednesday, January 4, 2023.

Proposals must be sent to eric.m.hoss.mil@army.mil no later than 10:00 AM Eastern Time (ET) on Tuesday, January 10, 2023.

Invoices must be submitted to Wide Area Workflow for payment.

Payment terms are NET 30 Days.

Standard FAR and DFARS clauses will apply.

Offerors must have an active Unique Entity ID, and SAM representations for FAR 52.204-24 and 52.204-26 must be current.
