The Naval Medical Readiness Logistics Command (NMRLC) on behalf of The Naval Submarine Medical Research Laboratory (NSMRL) intends to solicit a requirement for a Single Source/Single Award Indefinite Delivery/Indefinite Quantity (SATO IDIQ) contract for submariner focused research support services. This requirement is a recompete of SATO IDIQ contract N6264518D5049.
The research conducted at NSMRL provides human-centric research solutions, aligned with Submarine Force strategic direction, to sustain superiority in the undersea domain. This requirement requires research and development investigations of medical, psychological, physiological, and other issues associated with the health and performance of naval personnel in operational and non-operational settings.
Research and testing for this requirement, which is broad in scope, encompasses a wide range of disciplines, covering all aspects of Submariner Wellness, Submariner Psychological Factors, Shipboard Force Health Protection, Human Factors, and Undersea Warfighter capabilities.
Research areas include Submarine Medicine, Operational and Ship Safety, Hearing Conservation, Force Protection and Port Security, Underwater Bio-Effects, Epidemiological Studies, Informational Display and Processing, Submarine Rescue and Escape, Submarine Atmosphere Health Assessment, and other Biomedical Research.
This requirement is for non-personal, severable, performance based services. A sample quantity of non-personal services to support this effort may consist of upwards of 40 full-time equivalent (FTE) individuals, specific labor categories vary in support of submarine medical research..
The SATO IDIQ contract is will consist of a 60-month (5-year) ordering period. The Government anticipates the award of a single source/award IDIQ contract, in which CPFF Task Orders will be issued on an as needed basis.
This requirement will be solicited full and open/unrestricted competition with no set- asides. If for any reason, there are no successful proposals the Government reserves the right to re-open the solicitation.
A solicitation is expected to be posted on or about 12 December 2022 on SAM.gov. Solicitation documents shall be downloaded from SAM.gov, copies will NOT be emailed or mailed.
