Description
This is a Pre-Solicitation Notice synopsizing an upcoming competitive solicitation. This notice satisfies the requirements of Federal Acquisition Regulation (FAR) Subpart 5.2 and FAR 36.213-2. An Invitation for Bids (IFB) solicitation will be posted on or about Friday, October 28, 2022.
The Newington, Connecticut Veterans Affairs Medical Center (VAMC) in accordance with the Veterans Affairs Connecticut Healthcare System (VACHS) has a requirement for a Firm-Fixed-Price Contract to provide construction-related services, including all labor, materials, apparatus, tools, equipment, and supervision for the Coping Install and Roof Restore/Partially Replaced project also identified as Project Number 689A4-22-203. The scope of this project shall include the installation of new Liquid-Applied, Two-Part Chemically Cured, Bio-Based, Aliphatic and Aromatic Polyurethane Roofing Membrane, White Fluid-Applied Roofing Systems, new metal counter flashing (if required), and new coping metal cap (where needed). The period of performance for this project will be one hundred eighty (180) calendar days.
The magnitude of this project is between $250,000 and $500,000 pursuant to FAR 36.204. The North American Industry Classification System (NAICS) Code for this procurement is 238160, and the small business size standard is $16.5 million. The solicitation will be issued as an IFB under FAR Part 14. A Bid Bond will be required and shall be at least twenty percent (20%) of the bid price, but shall not exceed $3,000,000 pursuant to FAR 28.101-2(b).
This project will be a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). All SDVOSBs must be verified by the Center for Veteran Enterprises (CVE) through www.vetbiz.va.gov at the time of bid submission, at the time of contract award, and for the duration of performance of the resultant contract. All businesses must be registered in the System for Award Management (SAM). To register in the SAM database, visit www.sam.gov.
