The US Navy Naval Air Systems Command (NAVAIR) has a requirement to continue inflight refueling testing and certify new tanker platforms for fueling the E-2D. Propeller blade loads in the wake of the refueling aircraft are planned to be captured as part of this certification, requiring the re-instrumentation of strain gauged blades onto a test E-2D. The Navy expects to clear additional tankers, which were not evaluated under the E-2D in-flight refueling development statement of work. This new requirement addresses the effort to evaluate these additional tankers, upgrade the condition of equipment, and provide technical support. Hardware upgrades entail instrumenting four (4) blades and two (2) spare blades, and re-installation of instrumented hardware (blades and adaptor) on aircraft. Engineering tasks entail periodic evaluation of flight test data, providing technical support of instrumentation during flight test, and a final report.
This effort is being solicited on a sole source basis under NAVAIR solicitation N0001923F2579 to Hamilton Sundstrand, in accordance with Federal Acquisition Regulation 6.302-1. Hamilton Sundstrand is the original designer, developer, and manufacturer of the NP2000, 54460, and 54H60 propeller systems, and as such is the only source with the requisite knowledge, experience, and technical data necessary to continue production of the propeller systems, the only source with the design and performance data necessary to provide flight test and fleet evaluation, and logistics support of these propeller systems, and the only source for maintenance support of the NP2000 propeller system.
