Notice of Intent to Sole Source



In accordance with FAR 6.302-1, 10 USC 3204



The Naval Medical Readiness Logistics Command (NMRLC) intends to award a sole source contract under the authority of FAR 6.302-1 to The Center for Education, Simulation, and Innovation (CESI) at Hartford, CT.





Since the inception of this training program, the SUB IDC and UMO attrition rate has been approximately 8%. CESI simulation experts and faculty have developed a custom curriculum for the SUB IDCs and UMOs and we feel this course has become an instrumental portion of their training.





Over the past several years, CESI has invested numerous hours in the ongoing developing of this curriculum for both the US Navy UMO and SUB IDC training programs. These curricula were initially created after consultation with the Navy instructors and have been continually modified based upon the feedback from both the students participating and their instructors.



CESI has placed a strong emphasis on a simulation-based educational model. This instructional modality relies on a low student to teacher ratio, often requiring one instructor for every 2-3 student participants. This is an important distinction from lecture-based or large group education and requires significant instructor resources. CESI has been able to coordinate a strong group of dedicated instructors including specialty trained physicians who have repetitively volunteered their time in support of the US NAVY and feel honored to provide this service.



The CESI facility allows the students to have optimal training time on the high-fidelity human-patient simulators. The facility allows us to flex for larger groups while still maintaining a good student to instructor ratio maximizing their time on the simulators. The CESI is currently a 10,000 square foot state of the art training facility. There are specialized training rooms that including a Labor & Delivery room, Resuscitation room, ICU room, Trauma/ED room, and Operating room. A large task training area offers a wide array of procedural training models. Multiple classrooms are connected to an AV system for education debriefing. The CESI has recently been awarded an expansion grant from the State of Connecticut for $15 million towards a 25,000 square foot expansion. In addition to the state grant, Hartford Hospital is funding an additional 10,000 square foot expansion to support its mission in simulation-based education.



The estimated period of performance is 30 September 2023 – 29 September 2028.

This Notice of Intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management, technical data, and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
