Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures as supplemented with the additional information included in this notice. This combined synopsis/solicitation SHALL be posted on both SAM and NECO (www.neco.navy.mil/).



The RFQ number is N0018924QG042.



The NAICS code is 325120 – The Small Business Standard is 1,200 (number of employees).



This acquisition is Full & Open, Unrestricted.



The Fleet Logistics Center Norfolk, Contracting Department, Groton Office requires a Firm Fixed-Price, Purchase Order Contract for Delivery of USP Medical Grade (USP) CO2-O2 (1.5) percent certified, Gas Cylinder, Size 244, USP Grade CO2-O2 (USP) 0.75 percent certified, COA Gas Cylinder, Size 244 to include COA, Delivery, HAZMAT, Compliance, Energy and Fuel Surcharges, and Bottle Rental for Naval Submarine Medical Research Laboratory (NSMRL) aboard Naval Submarine Base in Groton, CT 06349.. Estimated (16) Cylinders for each gas up to (10) FOB Destination Deliveries during a (12) Month period. The estimated period of performance is 15 February 2024 to 14 February 2025. The Government reserves the right not to respond to any questions received concerning this solicitation after the questions receipt date.



Quotes must be submitted via email to sharon.j.dexter.civ.civ@us.navy.mil by Thursday, 08 February 2024 at 12:00 pm. EST (Groton, CT local time).



The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote/offer which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer.

Potential vendors shall submit Solicitation N0018923QG064 and applicable amendments in accordance with the incorporated Instructions to Quoters and send via email attachment to sharon.j.dexter.civ@us.navy.mil. This office will no longer issue hard copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
