The Naval Sea Systems Command (NAVSEA) intends to award a sole source contract to Electric Boat Corporation (EBC), 75 Eastern Point Road, Groton, CT 06340. The contract will be for the construction of COLUMBIA Fleet Ballistic Missile Submarines (SSBN 828, SSBN 829, SSBN 830, SSBN 831, SSBN 832), obsolescence and technology refresh efforts, and Class Lead Yard Support. The contemplated contract will be awarded pursuant to 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 (a)(2)(iii). Parties interested in subcontracting opportunities should contact EBC directly. This pre-solicitation synopsis shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. Interested parties may identify their interest and capability to respond to the requirement in response to this notice through a capability statement. This synopsis notice is not a request for competitive proposals. However, all expressions of interest received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. Any submissions will not be reimbursed by the Government – the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

No basis for a claim against the Government shall arise as a result of this announcement. Responses should be received no later than the response date listed in this announcement.
