Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.



Solicitation RFQ is issued as a Request for Quote (RFQ).



b. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03, effective 23 February 2024.



c. This requirement is totally set-aside for Small Business concerns. The North American Industrial Classification System (NAICS) code associated with this procurement is 326220 with a small business size standard of 800 employees.



d. The Pricing Schedule is as follows:





  1. ARMOURED CHEMICOIL 3X100 BLACK 3.0 DRY-BREAK WIRED ON or equal. (11 EA)




  2. ARMOURED CHEMICOIL 3X10 BLACK 3.0 DRY-BREAK WIRED-ON or equal (3 EA)





All items must be new.



f. All items include FOB Destination delivery to:



Bradley Air National Guard Base



161 Rainbow Road, Building 2



East Granby, CT 06026.



g. FAR 52.212-1 Instructions to Offerors -- Commercial Items (Jul 2021) is hereby incorporated by reference, with the same force and effect as if it were given in full text.





h. The Government intends to award a Firm-Fixed Price contract to the offeror that represents the best value to the government.





i. FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) this provision has been tailored to this procurement and is provided in full-text below:






  1. The Government will issue a delivery order resulting from this solicitation to the quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:





(1) Technical acceptability



(2) Price



(3) Past Performance






  1. Technical acceptability: The government will evaluate quotes on the basis of whether or not the provided quote is technically acceptable. The Contracting Officer will evaluate "equal" products (if applicable) on the basis of information furnished by the quoter or identified in the quote and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote.






  1. Price: Price will be evaluated for fairness and reasonableness.






  1. Past Performance: Past Performance will be evaluated in accordance FAR 13.106-2(b)(3)(ii). The Contracting Officer may evaluate past performance based on customer surveys, the Contractor Performance Assessment Reporting System (CPARS), or any other reasonable basis. The contracting officer may use his/her previous experience with the items and services being acquired.





j. Each vendor shall ensure the provision at FAR 52.212-3 including its Alternate I, Vendors Representations and Certifications--Commercial Items (Feb 2021) are updated at www.sam.gov. Failure to obtain SAM registration will result in submissions not being considered for award.



l. The clause at FAR 52.212-4, Contract Terms and Conditions—Commercial Products and Commercial Services (Dec 2022), is hereby incorporated by reference, with the same force and effect as if it were given in full text.



m. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Products and Commercial Services (Dec 2022), is hereby incorporated by reference, with the same force and effect as if it were given in full text. Additionally, the following provisions/clauses apply to this acquisition: see attachment titled “Provisions-Clauses”.



n. No additional contract requirements apply to this acquisition.



o. This acquisition does not require a Defense Priorities and Allocations System (DPAS) rating.

Offers are due no later than 10:00 a.m. EST Time on 23 March 2024.



Quotes must be valid for 90 days.
