Description

This is a SOURCES SOUGHT NOTICE (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10.



This notice is issued by the Coast Guard Director of Operational Logistics Office of Procurement and Contracting Commercial Support Services Branch (DOL-931) Norfolk, VA to identify Businesses capable of providing Maintenance & Repair Services of the Direct Digital Control (DDC) System at the USCG Academy, New London, CT for a base period plus four option years, if exercised by the Government, with an anticipated start date of October 2023.



This Sources Sought does not constitute an Invitation for Bid or a Request for Proposals, nor should it be considered as a commitment on the part of the Government. The information received will not obligate the Government in any manner nor will the Government reimburse companies for any costs associated with submittal of this Sources Sought.



Summary of Services



The work is to provide Maintenance & Repair Services of the DDC System at the USCG Academy, New London, CT. The following is an extract from the SOW and intended to provide a general description of this requirement.




  1. The contractor shall provide all material necessary labor, transportation, equipment, supplies and supervision required to maintain and repair the operation of the Direct Digital Control (DDC) System in accordance with Section 5.0 of the Performance Work Statement and all applicable State and Federal regulations. The intent of the contract is to conduct maintenance to ensure systems are functioning properly and efficiently. The contractor shall provide a total of 78 service days per year. A service day is defined as a normal workday of 8 hours exclusive of a meal period.





2. The contractor shall conduct preventive maintenance to all system components, calibrate all critical control loops, and report on all maintenance and calibration performed. The Contractor shall be familiar with the control system software and assist with program changes. The contractor shall provide and load software updates and backups and protect critical computer files through remote computer connection. The contractor shall also provide on-site service calls. The contractor shall be responsible for restoring any damaged property or equipment caused by the contractor or the contractor’s employees. The restoration shall be to its original condition at no additional cost to the Government.

Interested parties are asked to furnish this information for at least three (3) contracts, ongoing or completed within the last three (3) years, for like or similar services, held with the USCG, other Government agencies or private industry.

The Government will incur no obligations or liabilities to anyone for any costs or expenses incurred by the respondent in responding to this sources sought. Not responding to this request does not preclude participation in any future RFP. The information provided in this sources sought is subject to change and is not binding on the Government or the respondent.
