Description

THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command (NAVAIR), CH-53K Heavy Lift PMA-261 intends to issue a five-year sole source Indefinite Delivery Indefinite Quantity (IDIQ) Contract to Sikorsky, A Lockheed Martin Company, Stratford, CT for development, integration analysis, and support related to systems, subsystems, and test required to implement enhanced capability, correction of deficiencies, and obsolescence updates for the United States Marine Corps (USMC) CH-53K® Helicopter.



This effort shall include the identification of critical Safety of Flight issues, readiness and supportability impacts, as well as impact assessment for integrating enhancements onto the CH-53K aircraft systems. The Government will continue design and development efforts necessary to meet Follow-on Operational Test and Evaluation (FOT&E) requirements while integrating necessary engineering changes into the production contracts to support emerging fleet needs, define Government requirements and impact concept solutions using data from these efforts, and support derivation of functional and architectural requirements to improve the products and/or production contract efforts.



This action is intended to be awarded on a sole source basis to Sikorsky, a Lockheed Martin Company under the authority permitting other than full and open competition, Title 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. Sikorsky is the only responsible source possessing the requisite knowledge, technical skills, technical data, facilities, and experience for the design, fabrication, performance, supportability, and operational characteristics of the CH-53K aircraft required to perform the analysis and integration efforts anticipated under this IDIQ.



Note: This notice of intent is not a request for competitive proposals. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement, as production for the supplies listed requires a substantial initial investment or an extended period of preparation for manufacture. However, the Government will consider all proposals received within thirty days after the publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
