Description

The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Perkin Elmer Health Sciences Inc., to obtain Perkin Elmer Chemagic 360, Chemagic 360 rod head for 96 well format, c360 MSM IQ/OQ installation service, Startup Plasticware, and Freight shipping service. The Perkin Elmer Chemagic 360 is a proprietary instrument provided by Perkin Elmer to provide chemimagnetic isolation of nucleic acids from many sample types and volumes. The instrument uses transiently magnetized spinning rods and a proprietary magnetic polyvinyl alcohol (M-PVA) beads to bind the genetic material resulting in higher purity, higher yeild of RNA, DNA and total nucleic acids. This chemistry based magnetic separation ensures the highest recovery rates from precious sample materials including very important original isolate samples. The processing kits purchased for use on the Chemagic 360 provide all necessary reagents and consumables used with the machine removing the need to order additional materials. The Chemagic 360 uses internal HEPA filtering ensuring that no sample contamination due to air outside the unit while processing and multi position UV decontamination lights internally are used in between sample processing runs to remove the possibility of cross contamination of samples. The overall size of the Chemagic 360 is contained in a minimal footprint size due to the 360 circular processing platform that rotates the samples around the central processing 96 well magnetic head. The magnetic transfer of the bead bound nucleic acid material is transferred between tubes (rather than liquid itself) minimizing the possibility of sample contamination between purification steps. Bar code reading and sample tracking on the Chemagic 360 also generates LIMS compatible log files and the unit comes with pre-installed protocols rather than having to be manually programmed. Other products were considered and either they failed to meet the required size requirements, failed to meet liquid reagent handling and dispensation requirements, did not meet the need for individual tube handling, or just had outdated filter column technology.

This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at Qrz9@cdc.gov by 12:00pm 28 June, 2023.
