General Dynamics Electric Boat (GDEB) was awarded a Cost-Plus Fixed Fee (CPFF) Level of Effort (LOE) contract for the Nuclear Regional Maintenance Department (NRMD). The contractor will provide nuclear-related maintenance and repair efforts on submarines based at Naval Submarine Support Facility (NSSF) New London in Groton, CT.
This contract action was not awarded competitively. The contract was awarded on a sole source basis pursuant to the authority of 10 U.S.C. 3204(a)(1), as implemented in FAR 6.302-1; The supplies or services required are available from only one responsible source and no other supplies or services will satisfy agency requirements. GDEB is the only known source capable of accomplishing the requirements. The procurement of nuclear related maintenance, modernization, and repair support is appropriate because the nature of the requirements necessitate a nuclear-qualified shipyard with staff within close proximity of SUBASE, NLON.
This contract action is not fixed price. The contract includes CPFF LOE line items for labor efforts and CPFF for other direct costs. Because of the uncertainties involved with the scope and frequency in the repair of nuclear powered submarines, a CPFF-LOE contract has been determined to be the appropriate contract type for the labor efforts.
