The United States Coast Guard Academy (USCGA) is committed to strengthening the nation's future by educating, training and developing leaders of character who are ethically, intellectually, professionally, and physically prepared to serve their country and humanity, and who are strong in their resolve to build on the long military and maritime heritage and proud accomplishments of the United States Coast Guard. This is not a request for quotes; a solicitation package will not be issued. Under the authority of FAR 6.302-1, the U.S. Coast Guard Academy intends to award a contract under Simplified Acquisition Procedures, NRCCUA, LLC for Admissions student search objectives. The Admission Division of the U.S. Coast Guard Academy continues to require the services offered by ACT/NRCCUA. Encoura Lab is “platform as a subscription service” that integrates the NRCCUA student data base and the ACT EOS data base with a client interface. The intended use of this platform is to use predictive modeling & enrollment planning tools, gain access to NRCCUA’s declared student inquiries, and purchase licenses to use the student records from the ACT exam. ACT is a sources of student prospect records, which together, allow the Admissions Division to develop lists that are balanced demographically, geographically, and academically. ACT holds more market share in the middle of the country, while College Board is strongest in the eastern half of the country and along the coasts. In the last few years some school districts, and often entire states have adopted either the ACT or PSAT/SAT (owned by College Board) as the statewide assessment tool, making the buys more challenging to configure. Certain states are now exclusively ‘ACT’ while others are exclusively ‘SAT.’ The process of arranging the purchases from all three sources is similar to the process of diversifying a financial portfolio. ACT/NRCCUA annual subscription access is proprietarily sold and not available through other resellers. FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements.
