The Housing Authority of the City of Hartford (the “Authority”) is issuing this Small Purchase Solicitation (“SPS”) seeking to contract with one contractor (the “Contractor”) to provide consulting services in the development of a Clean Energy Plan “CEP”. Should the Contractor and the Authority identify adequate funding to implement the CEP through grant or other programs, the Authority will also require grant writing and other project management services in implementing the CEP. The Authority invites service providers to submit proposals responsive to the specific requirements set forth in this SPS. The Authority reserves the right to make one award or multiple awards under this SPS, whichever is deemed to be in its best interest. It is expected that the CEP portion of the work will take no more than 12 months with follow on services to constitute the remainder of the contract term.
