Description:

The City of Bristol is accepting bids for installation of streetscape improvements on North Main Street, from Center Street to School Street, Bristol, Connecticut. Bid documents may be obtained at no charge by downloading from the City of Bristol's Exavault file sharing service (with link sent directly to interested bidders); please contact the Purchasing Department for further information.

Bids will be accepted until December 7, 2023 at 1:00 pm at the City of Bristol Purchasing Department, 111 North Main Street, Room 311, Bristol CT 06010, at which time bids will be opened and read. Bids received after the opening date and time will not be considered for award. The City reserves the right to waive any informalities in the bid, to reject any or all bids, and to accept the bid that in its judgment is in its best interest.

A non-mandatory bidder’s conference will be held on November 21, 2023 at 9:00 am in Bristol City Hall, 111 North Main Street, Meeting Room 3-1, Bristol CT to review the scope of work.

Prospective bidders shall examine the “Instruction to Bidders” and “Supplementary Instructions to Bidders” and shall comply and conform strictly with the conditions and instructions contained therein.

This project is subject to requirements set forth in the American Rescue Plan Act (“ARPA”). The awarded contractor will be responsible to follow and provide all requirements set by the United States Treasury’s State and Local Fiscal Recovery Funds (“SLFRF”).

In accordance with the Build America Buy American Act, none of the funds made available for a Federal financial assistance program for infrastructure, including each deficient program, may be obligated for a project unless all of the iron, steel, manufactured products, and construction materials used in the project are produced in the United States.

The awarded contractor will be required to secure a Performance Bond and a Labor and Materials Bond, each in the amount of 100% of the contract award, provided by a surety licensed to do business in the State of Connecticut. The requirements for prevailing wage rates are to apply to the resultant contract award.

The City reserves the right to waive any informalities in the bid, to reject any or all bids, and to accept the bid that in its judgment is in its best interest. Bids must be firm and may not be withdrawn for a period of 90 days following the bid opening.

The Contractor will take affirmative action to ensure that applicants are employed, and that employees are treated during employment without regard to their race, color, religion, gender, or national origin.
