Description:

The City of Bristol seeks to engage a Consulting Engineering Firm to provide Inspection Services for the Rehabilitation of Mellen Street Bridge over Pequabuck River (Bridge 04488). The construction cost is expected to be in the range of $2,000,000 to $2,300,000. The Consulting Engineer Firms will be evaluated and selected based on technical competence, the capacity and capability to perform the work within the time allotted, past record of performance, and knowledge of Federal, State and City of Bristol procedures, approximately weighted in descending order of importance. The construction inspection fee will be subsequently negotiated on a cost-plus basis.

Firms responding to this request should be of adequate size and sufficiently staffed to perform the assignment described above. The selected firm must meet all City of Bristol, State and Federal affirmative action and equal employment opportunity practices.

A letter of interest, together with general information on the firm and proposed sub consultants, the firm’s brochure, current Federal GSA Form 330, experience of the firms, and a resume of key personnel shall be addressed to Roger Rousseau, Purchasing Agent for the City of Bristol. Additionally, all interested firms must submit a detailed statement including the organizational structure under which the firm proposes to conduct business. Proposed sub consultants should be clearly identified. The relationship to any “parent” firm or subsidiary firm, with any of the parties concerned, must be clearly defined.

Project personnel will be required to have the experience for each classification specified in section 1-12 of CTDOT’s Municipal Manual located on the City’s website.

All questions and answers will be posted to the City of Bristol website via addendum. Questions will be accepted until 4:30 pm on January 20, 2023; subsequent responses will be submitted by 4:30 pm on January 27, 2023. Interested firms are required to submit one original copy via digital media of their qualifications to Roger Rousseau, Purchasing Agent, no later than February 1, 2023 at 4:30 pm. Submissions may be made via email, shared file service, or USB drive; the City does not assume responsibility for failure of submissions to be received by the City by the date and time noted above. Responses received after this date will not be considered.
