Sealed proposals for the Bid Packages listed below will be received until 2:00 P.M. on Thursday August 31, 2023. All bids will be received by the Town of Coventry at the office of the Town Manager, 1712 Main Street, Coventry, CT 06238. All proposals should be addressed to James Drumm Town Manager, Coventry, CT. All bids will be publicly opened and read aloud. The work consists of selective demolition of existing unit ventilators, and construction of classroom fan coil units, dedicated outdoor air system, chiller, and associated duct and pipe in an existing educational facility.

Bidders are required to submit a Department of Administrative Services Prequalification Certificate and Update (bid) Statement with their bid. The Contractor shall hold a current “DAS Contractor Prequalification Certificate” from the Department of Administrative Services of the State of Connecticut according to Connecticut General Statute 4a-100, 4b-101 and 4b-91. Failure to submit these items with the bid will result in disqualification of the bidder per the public act. DAS qualification is required of all sub bidders, regardless of tier, with contract values in excess of five hundred thousand dollars. Sub bidders prequalification certificates are not required to be submitted with the bid, but must be submitted prior to award. All contractors and subcontractors requiring DAS certification must maintain the certification for the duration of the contract. All bidders must have prior experience consisting of no less than three similar projects with an equal or greater value within the last five years. Bidders must provide verification of experience with proposal. This contract is subject to state contract compliance requirements, including nondiscrimination statutes and set-aside requirements. State law requires a minimum of twenty-five (25%) ($1,650,537) percent of the state-funded portion of the contract be set aside for award to subcontractors holding current certification as Small Business Enterprises (“SBE”) from the Connecticut Department of Administrative Services (“DAS”). A minimum of 6.25% ($412,634.25) of the state-funded portion must be set aside for subcontractors holding current DAS certification as Minority-, Women-, and/or Disabled-owned businesses (“M/W/DisBE”). The contractor must demonstrate good faith effort to meet the 25% set-aside goals.

A mandatory pre-bid meeting will be held for all bidders at Coventry High School, 78 Ripley Hill Road, Coventry, Connecticut 06238 at 10:00 A.M. on Thursday Aug 10, 2023. All prospective bidders are requested to meet at the main office of the high school. Attendance is mandatory. Bids will not be accepted from bidders not attending this meeting. Sets of plans and specifications may be obtained on or after Thursday Aug 3, 2023 for the non-refundable cost of printing, plus shipping and sales tax. There will be an additional charge for mailing to be determined at the time of contact. To receive the documents via package services, send a completed pre-paid pickup label from UPS to the Issuing Office. PDF copies are available upon request after the receipt of the non-refundable fee. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. No oral, telephone, or telegraphic proposals will be considered. All bids shall stand available for acceptance for a period of ninety (90) days from the date bids are opened. Alternate bids shall stand available for acceptance for a period of one hundred twenty (120) days from the date bids are open.

The Town reserves the right to waive any informality in any Bids or to reject any and all bids, or any part of any bid, when it is determined to be in the best interest of the Town of Coventry. A 10% Bid Bond or Bid Security, is required from each Bidder at the time of bid submission. The selected bidder will be required to post Performance and Payment Bonds for the full amount of the Contract Sum and must comply with all provisions of Connecticut General Statutes 31-53 (Prevailing Wages) and Executive Order #3.
