The City of Torrington Sullivan Senior Center is seeking competitive bids from qualified companies to supply a self-contained Outdoor Rated Walk-in Cooler, 6’ X 8’ X7’7”.  Must be an outdoor unit. Unit to have Galvalume Finish walls, Ceiling, 10ga aluminum floor, 36” left side hinge lockable door centered on  6’ side, Unit should have interior lighting, thermostat and temperature alarm, Door Rain Canopy, exterior ramp, membrane roof cap, self-contained top mount refrigeration system with five (5)-year compressor warranty. Unit to be placed on existing concrete slab adjacent to building with single outside door access only.
Bid will include all freight and delivery charges; unit will be delivered to site, off loaded, uncrated, assembled in place on appropriate leveled concrete pad (already in place). Unit will be ready for final electrical connections by other trades. All shipping materials shall be removed and disposed of. Vendors will be required to supply manufacturer specifications of outdoor walk-in cooler with submitted bid. Outdoor walk-in cooler supplied for this bid shall be new. Used or open boxes will not be accepted.
The deadline for bid submittals is July 6, 2023 at 11:00 AM. All Bids submitted to the Purchasing Department, City Hall, 140 Main Street, Room 206, Torrington, CT 06790. One original and two (2) exact copies placed in a sealed envelope and clearly marked “BID #OWC-016-070623, OUTDOOR WALK-IN COOLER”. Bids received after the time and date will be rejected and returned unopened. In the event of the closure of City Hall, proposals shall be due the next day when City Hall reopens for business, no later than 11:00 AM on that day. All bid submissions and materials become property of the City and will not be returned. No fax or e-mail Bids will be accepted.
The Deadline for submitted questions is Friday, June 30, 2023 by 12:00 noon. Submit technical questions to: Senior Center Director Joel Sekorski joel_sekorski@torringtonct.org ; Administrative questions directed to Pennie Zucco, Purchasing Agent, pennie_zucco@torringtonct.org . All information by the City except by written addendum shall be informal and shall not be binding upon the City nor shall it furnish a basis for legal action by any proposer against the city. Vendor responsible to check City website for addendum/updates 48 hours prior to bid opening.
It is the sole responsibility of the bidder to see that the bid is in the hands of the proper authority prior to the bid opening time. The City will not be liable for any costs incurred by a contractor in the preparation or submission of a proposal.

The City of Torrington reserves the right to award or reject any or all bids or any portion thereof; to waive technicalities; to award the contract to a bidder other than the lowest bid, and to award the bid and/or contracts to one or more bidders submitting essentially identical proposals, and that in the city’s judgment, will best serve the public interest.
