The City of Torrington is hereby soliciting sealed proposals for the purpose of selecting qualified firms to provide fire department promotional testing services on an as-needed basis. The City of Torrington is seeking qualified independent professional testing firms to develop and administer Fire Department promotional processes for the following positions: Lieutenant, Battalion Chief, Assistant Chief of Training and Safety, Assistant Chief of Fire Prevention and Investigation, and Deputy Fire Marshal.
The firm must demonstrate they have the capability and capacity to work closely with the City of Torrington to provide the required promotional testing processes as outlined in this RFQ/RFP document.
The scope of work in this document is intended to provide the City with a list of qualified firms for fire department promotional processes. Respondents to the RFQ/RFP will provide a fee proposal for all ranks, including a Lieutenant promotional process that needs to be completed before June 15, 2023 in a separate sealed envelope.
Proposals shall be delivered to the Purchasing Department, 140 Main Street, Room 206, Torrington, CT 06790 during normal office hours by no later than 11:00 AM on April 14, 2023.  Submittals received after this date and time will not be accepted. One sealed envelope should be clearly marked ”RFQ/RFP #FPT-022-041423, FIRE DEPARTMENT PROMOTIONAL TESTING SERVICES” with the fee proposal clearly marked in a separate, sealed envelope. No fax or e-mail proposals will be accepted.
The City of Torrington reserves the right to accept or reject any or all proposals; to waive any informalities; to negotiate and award a contract that it determines best meets their needs and best serve the interests of the City of Torrington.
The City will not be liable for any costs incurred by vendor in the preparation or submission of a proposal. Any alleged oral agreement made by a bidder or contractor with any agency or employee of the City of Torrington will be disregarded.
All proposals will be considered valid for a period of ninety (90) days after closing date for the submission and may be extended beyond that time by mutual agreement. The successful respondent shall not withdraw, cancel or modify their proposal.
