Sealed bids will be received by the City of Torrington, at the office of the City Purchasing Agent,
City Hall, Room 206, 140 Main Street, Torrington, Connecticut until February 15, 2023 at 11:00 A.M., at which time and
place they will be opened and reviewed. In the event of the closure of City Hall, the bid will be
opened on the following business day at 11:30 AM that City Hall is open. No fax or e-mail Bids will
be accepted.

The project work is comprised of furnishing all equipment, labor, material, plant, and
superintendence to perform all work necessary for the removal of existing curbing and sidewalks,
new concrete or bituminous curbing, new bituminous sidewalk, driveway aprons, concrete handicap
ramps, reset catch basin and manhole tops, traffic markings & signs, lawn restoration, and
associated miscellaneous work.

Bidders must register on the City’s website at www.torringtonct.org/bids to download the bid
documents under “BIDS & RFPS”. Those without internet access may call (860) 489-2225 to request the
bid documents. All questions shall be submitted in writing to the City Purchasing Agent no later
than Wednesday February 8, 2023 at 12 noon.

A bid bond, in an amount not less than five percent (5%) of the amount of the bid shall accompany
each bid with a performance bond and a labor & materials bond. A non-collusion statement for Prime
Contractors and any addendum acknowledgement must also be submitted at the time of the bid.

The City of Torrington reserves the right to accept or reject any or all bids, to waive
technicalities, or to award the contract to a bidder other than the lowest bid, and to award the
contract as it feels will best serve the public interest.

All bids will be considered valid for a period of sixty (60) days.
