The City of Torrington is issuing this Request for Qualifications & Proposals (RFQ/RFP) to retain a consultant or consulting team to develop a multi-year marketing strategy that increases visitation and creates awareness that the City of Torrington is an attractive place to live and work.
The City of Torrington is seeking proposals from consulting firms who provide public relations, marketing, and/or communication services to perform the work identified in the “Scope of Work” specified in this RFQ/RFP.
The Respondent’s shall be delivered to the Purchasing Department, 140 Main Street, Room 206, Torrington, CT 06790 during normal office hours by no later than 11:00 A.M.,  Tuesday, May 23, 2023.  Submittals received after this date and time will not be accepted. One original and three (3) exact copies shall be placed in a sealed envelope and clearly marked on the outside of the envelope including all outer packaging, such as DHL, FEDEX, UPS, etc.: ”RFQ/RFP #DMS-039-05xx23, Development of a Multi-Year Marketing Strategy (with the fee proposal submitted in a separate sealed envelope).
All questions must be submitted by email to pennie_zucco@torringtonct.org by May 5, 2023 by 12:00 noon. Questions will be answered through an addendum which will be posted on the City of Torrington website. Interested firms should check the website 48 hours before the closing date. Firms mailing proposals should allow for normal delivery time to ensure timely receipt of their proposals. No faxed or e-mailed bids will be accepted.
All Proposals will be considered valid for a period of sixty (60) days from the date of opening. The sixty-day period may be extended upon written mutual agreement.
Any alleged oral agreement made by a bidder or contractor with any agency or employee of the City of Torrington shall be disregarded.
The City of Torrington reserves the right to accept or reject any or all proposals; to waive any informalities; to negotiate and award a contract that it determines best meets their needs and best serve the interests of the City of Torrington.
There will not be a public opening of this bid
